Hey lets give this a whirl shall we.
 
Regarding the "forgotten" secret documents left at CTV office ...
I have never seen heard or even smelled speculation that the documents ( marked secret) were not forgotten at a news bureau office,  but... wait for it...  wait for it  TAKEN  dun dun daaaaa( edit in music sfx )
What cub ( or senior staffer) reporter wouldn't score some points with a bureau chief by  walking into the office and saying  "looky what I found"  wink wink.  And then "release the information" to the world instead of returning it.  Good reporters hear of a situation and thean look for the truth.  This wasn't journalism,  this was finding your sisters diary and posting it on the internet.  a little suspect and maybe illegal
The only this less scrupulous than politicians is usually a reporter trying to climb the ladder or one trying  fill a deadline/  or one that smells the 1ppm of blood in the water  with a story that would last a few weeks.
And you know something is up when a young assistant who would like a career somewhere someday  has her face splashed on national tv and we are told she offered her resignation..   I doubt if her resumes are being fully read.  
And then she ( alleged) releases to the world the Sexy Isotope  tape.  whoohoo,  you go girl!!! I would hire her if I needed someone with B.... to run something...
So to conclude
Binders of " secret" documents are not carried into offices ,especially  press bureaus and set down on the coffee table.  The assistants lug around a bag of the things.  So just leaving one behind I can't believe was an option.  Me thinks it was something just a little more sinister ( cue dramatic music sfx,  )
