Sauble Health Center vs Council
Are there any others out there that wonder what the Council you voted in is really up to. At the Council meeting last night I left shaking my head in disbelief.
Council was asked why it's taken so long to get the required building permits for the Health Center. What you heard was the "anti-development" group hiding behind a fickle reason that they couldn't agree to something illegal, that being granting the permit prior to approval of family members listed on the land deed.
What a bunch of crap.
It's okay to continue to break the law and open themselves up to lawsuits by saying the prayer at every council meeting, yet they say they can't allow the granting of the permits because it MAY open them up to lawsuits. Notice how Councillor King leads the prayer, yet stated he cannot vote for something that may be breaking the law? Bull! That's why we pay for "Errors and Ommissions" insurance for Councillors, isn't it?
Why on earth would Mayor Gilbert and her crutch King, along with Hall, Vukovic, and Herron postpone yet another move forward. Especially for something we ALL will use? Did you notice that the "no-nonsense" side of Council voted to pass the motion tabled by Councillor Wunderlick to proceed, but were defeated 5-4, with the Mayor voting against.
Seems like a double standard to me, but then again, you'all think I'm biased anyway. There is no valid excuse in my opinion why the Mayor and Council promise a one week turnaround that has taken 6 weeks so far...and promises to be more.
Go figure.

Sauble Clinic
I'm not sure which meeting you attended last evening but no time was anything mentioned regarding a "building permit". The issue was the "transfer of land" from the Town to the people responsible for the Medical Clinic.
It has been a frustrating situation but it did not start with this council and Mayor.

I guess your frame of references are different based on your knowledge of the subject....the property in question has a restriction on its use..this has to be removed in order for the building to go ahead...and there are two different perspectives on this...one is legal..you cant go ahead until the restrictions are removed.or go ahead and give the land to the clinic folk and then see who is sued...it would be the clinic and secondly the town or its ratepayers for breaking the covenant...there are discrepancies on the removal..legal advice indicates that that the family who owned and bequeathed the land dont want this land use.....but if this is resolved then it can go...last night the voice of reason said get the release and then move...councillors when they come into office swear to uphold the law..the saying of a prayer is not breaking any provincial or federal law..but voting for a resolution to transfer land to a group when there is a covenant is not legal...since when do we use Councillor Wunderlich(when did he get his law degree) as the voice to follow.....if Noble had not given him the words to use he would have been mute!
Too much emotion was rampant last night and we need to be reasonable...a request to get the right signoffs is the way to go...and now if the people who say it is no big deal to get...then get it and we can move forward..what does one day or one week do in the grand scheme of building
Final thought--Why does everything Matlock Wunderlich want done, always have to be GRANDSTANDING...when did Mark and the other 3 stooges become the voice of reason

The "Legal" curtain
I knew that would get a rise if I mentioned "building permit". That will be the time when Council hopefully has no further input to stall the development of this needed facility. True, the current situation is the land transfer, however, I was pointing out the actions of council regarding this, and how they choose when and when not to disregard legal matters. Certain members hide behing that curtain when it provides a scapegoat for their inability to act in a timely matter. Look at how many Motions have been delayed because certain Councillors and the Mayor "didn't have time".
Incidently, I was glad to see Councillor Kerr introduce a Motion to remove the Mayor from voting unless there is a tie vote from Councillors.

At times it does seem that we always have to correct your words..CL1368..do you put incorrect information in your notes deliberately???and if so why...the truth is the best way to go..you can have opinions but they do need to be grounded in truth
the first part on the clinic....better to have the sign off and proceed...we are being fed two different stories...yes they will sign off and no they wont..so I don't know which is right..so if there is doubt get it in writing..the clinic may need a mortgage. to do that they need clear and unencumbered title....
on your second part..the procedural bylaw for this town clearly indicates that the Roberts Rules of Order apply..I dont think that Kerr or even you have read them...in the case of the chair...they vote to break a tie(on all non recorded votes) and vote on all recorded votes...so this great motion does what???? Give me a break here...
it does seem that some folk and yes you are one spend more time badmouthing than searching for the positive...an attitude adjustment might help you...a positive spin on things does wonders for your health and I think you need all the help you can get

I read with complete disinterest another article written by a high ranking member of the Towns shadow council, drivelling on inaccurately as is the custom of this group. It was none other than the BIA's answer to beauty,grace and charm, Jim Turner. I heard he was selling. What's the holdup??? I'm sure when a prospective buyer meets him and views his thriving, well organized and tidy business,the sale would be imminent.No? Must be Gwen's fault!! She's sneaking in there late at night and smoking up a storm so the interior smells like an ashtray. The former president of the BIA(has since resigned) seems to disagree with Jimmy boys account of what happens at BIA meetings. She says she's disgusted with the constant bickering between the members according to a report in the Sun Times. There is an old saying which can be slightly altered to illustrate the ramblings of the entire shadow council-- "Those that can, do... those that can't, skew and blame.

Clinic Story Sounds Too Good To Be True For A GP
Sorry I missed Jim's letter. I suppose I can always go into the store to get an update on the way things are according to Jim but I do tend to get him spun up. I think he likes Gwen secretly that is why he kept his store open after the election. I should ask him about that........
In the sun Times today the article said
"One new family doctor has already agreed to set up an office in the new clinic and another one is interested. But they won't come if the clinic isn't built, Marj Lipka, chair of the board of the Sauble Area Medical Clinic Inc., told this week's council meeting"
Doesn't anyone on Council think this is bit far fetched? I mean what doctor is she referring to? It has to be somebody who is semi retired or wants to do charity work because you sure won't make a living at Sauble.
We know Sauble area has less than 1000 permanent residents for winter mail delivery. That is some kind of patient list. If you are going to establish a family practice you need support services for radiology, lab work and physio. Are these also part of the clinic?
Normally a clinic takes 50% of the GP's income and provides staff, parking, record keeping and other services. I assume this one is the same and that Lipka has a business plan that works. Has anyone thought to ask?
In Ontario cities a patient list of 1500 - 3000 is possible but won't pay the rent in a big clinic. A lot depends on the age group you service. In my business a top earning tradesman can make over $200,000 and I would guess a doctor should make $300,000 net of clinic fees. Most new graduating interns will go after that target and they won't be going to Northern Ontario or Sauble Beach to home in on it. One specialist where I live is reported to have a patient list of 35,000. He can run through them too.
So, what kind of doctor wants to come to Sauble Beach? Sure there are lots of neck quackers , hole whish tic practioners and doctors with newly minted degrees from U of Nigeria around and there are probably enough patients in the summer for one or perhaps two days of office hours. If Lipka says one doctor is willing to set up did anybody ask who and for how many hours a week and will that pay for the investment in a clinic and will everybody still have to go to Owen Sound or Wiarton for routine support services and off hours emergencies?
I just wonder about the optics of this thing. It looks a lot like Dick Thomas promoting a costly school in 1993 that is barely above water now and sinking. Lipka must have a supply of rose coloured glasses too.
Only thing is the shadow council doesn't have to play it by the book. They won't be held accountable if a gamble turns bad.
I am well aware of the hard work the community has put into this. Still I would want to see contracts, commitments backed by performance bonds and zero risk before Council goes past the point of no return on this project. They were right to put the brakes on, lets get some questions answered and proceed only if the ducks line up.

Shhhhh, according to Marj Lipka at the Council meeting the other evening, no one is supposed to know that one - no make that two doctors have agreed to come. Well, in her words, one for sure. But it is confidential.

the "biuld it and they will come" line of thinking just dosn't cut it anymore other than in baseball films.
I objectively think that regardless of the politics the clinic has been an ongoing project and to even in the slightest, most inadvertant, without malice or mean spirited way to doubt the group or individuals sincerity regarding the passion and committment to biulding the medical center should be avoided . If for no other reason than other than a show of respect to the committment to community and its growth ( notice I avoided the word development :) ) And we all know the time and effort to get things this far. The wish to hurry up government when the wind is starting to pick up and the candle is begin to flicker should be not only expected but encouraged. Get it done before its finally snuffed.
Now I have to ask Gary if this is possible, can I go back to those old postings and take out the words Carl Noble and insert another name and visa versa. I keep reading how people are going after this shadow cabinet or council for the negative comments and obviuos agendas. But when I first started to tune into this program some of these same people were encouraging and egging on those who were against the previous mayors "projects" and decisions and how they should continue to keep the pressure on him and the rest of council by posting or Letters to the editor. I guess it isnt the message, but the messenger.

It should be relatively easy to get a response from the Bannister family regarding the conditions on the grant of the Bannister property to the township. I'm not sure if Marilyn Bannister is still with us (Bob Bannisters wife) but I know for certain that his son Bob Jr is around as he is on the radio every day. A bigger question is why would anyone choose property designated as parkland for a clinic? Surely there are other properties that have clear title and are just as suitable. Too bad the old township office got sold ... it would have made a perfect clinic. Now you have to die to get any use out of it. Perhaps the Sauble school could be converted to a clinic.
Carl Nobles delegations and questions to council are truely annoying. Doesn't he realize that he was soundly defeated in the last election and that a majority of the voters don't care what he thinks. Some people just don't get it.
Following the proper legal course is the only way for our council to proceed. It seems that Carl and his cronies are trying to railroad another one of their agenda items through council before anyone can stop them.
