True..holding the Ctrl key down will allow for user input to overide settings that are user configured, its called a user requested pop up.But you must be aware that the author of such page will be sending a pop up request on the url/site you are viewing.Sometimes there are closing such windows errors due to timing ,but thats code for you.

Windows not coming up...

Another way to solve this problem is to hold down the CTRL key to allow the new window to pop up. Hold it for about 5 seconds and when you reaease the key the new window should pop-up.

Yes, first what O/S are you using windows 98/2000/NT/Me(which is actually Downgrade from 98) Xp.Have you done start>windows update and updated recently?Second..what version I.E. are you using, and what settings to you have it on..high, medium..or custom.Have you downloaded the Yahoo toolbar that integrates with I.E.? If so it stops popups.Disable it. Download adaware from lavasoftusa.com its free and do a scan of any spyware site hijackers you may have.Do a search for easy cleaner, download it and only use 2 options unnecesary files and registry cleaner DO NOT USE duplicate files.
And as is mentioned here, try mozilla, from www.mozilla.org, great program.Oh almost forgot, before trying anything..open tools, options delete cookies and files I.E. has known bugs with these 2 items.
Write back if any help is needed.
