 <description>&lt;p&gt;when i was travelling in italy, every public bathroom had a person know as the &#039;dragon lady&#039; whose job it was to collect payment for use of the bathroom and keep it clean.  in fact the toilet seats were removable and given to the ladies (and i suppose gentlemen at special request).  why don&#039;t we have our own &#039;dragon ladies (or men)&#039; to collect a fee for use of washrooms and ensure that they are clean and safe for all to use.  the money collected would be used for wages, supplies, and upkeep of the facilities.  someone else i was speaking with suggested using student volunteers and apply this to their needed community service hours. thoughts?&lt;br /&gt;
