The Globe and Mail reports on a leaked cabinet document showing the Eves government has put a 13-year delay on imposing restrictions to prevent manure contamination of water supplies ... despite specific calls for this action out of the Walkerton inquiry.

It acknowledges: "Environmental groups may feel farmers are being given too much consideration and will criticize delayed implementation." and concludes: "General public may accuse government of postponing a contentious issue until after a possible spring election."
